Установка gtchat 0.95 помогите

    скачал скрипт gtchat 0.95 как ее запустить на локалхосте пишет ошибку :

    Failed to load the file ./Plugins/ProxyCheck.pm. Possible reasons:
    The file doesn't exist
    The file is incomplete
    The program is not permitted to read the file
    Please contact the webmaster.

    Perl error message:
    Can't locate strict.pm in @INC (@INC contains: .) at ./Plugins/ProxyCheck.pm line 12, chunk 1. BEGIN failed--compilation aborted at ./Plugins/ProxyCheck.pm line 12, line 1.

    объясните мне что я не так делаю зарание благодарен
